Mumbai:Demanding bribe in the name of Custom Duty

A parcel had been sent from US after paying all the taxes, but the same was not posted to my residence. It took me 15 days to locate the parcel. After locating, I was asked to come to the International Custom's office at Domestic Airport. They kept me standing there for 1.5hr because the babu told that they could not find the parcel and they kept me waiting. 5 mens were searching for the parcel which was kept aside seperately, but still they wanted us to feel as if they are really working hard to find my parcel. Meantime the security guard on the main gate of the 1st floor office offered me to bribe him for doing the things fast. I did not wanted to do any illegal things, but still i took all the inquiry as i wanted to know how the work can be done in the illegal manner. He explained me everything. Then after waiting for another 1/2hr the members in the office called me for the parcel. I was told to go on the table no.2 where my parcel was kept and was waiting to be opened in front of me and my wife. The parcel was opened and I was asked weather the items in the parcel where branded on non branded, as they wanted us to pay the custom duty again. We still agreed to pay the same but asked for the breakup of the customs duty chared on each item, they refused. We asked the receipt for the same. The female at the counter discussed with the senrior which was sitting right behind her. but the babu smartly told her to leave to custom duty and said to her staff to leave as she was getting late. He told "Jaane do sir ko, as such aapko bhi late ho raha hai ghar jaane ko, De do parcel forget the custom duty"
My question is that if this is legal then why will they let us go without paying the custom duty. i was ready to make the payment but they refused to let me have the receipt, so i think that it was totally illegal, as the parcel was received by me without paying the same duty.
Between this scenario, a young guy was fooled in the same manner. He had received a small parcel. He paid Rs.800 as a bribe to take the small parcel. I asked him to take the receipt but they refused to give him and there were 4 people helping the guy to take that small parcel whivh just contained of 1 wrist watch. That guy was told not to throw any piece of the parcel in the office as they inspection guys will come and question the staff about the garbage.....The most astonishing thing, the senior people were also present in the office, still this kind of mischevious things take place in the office..
I saved my money, but there might me many people that might be paying extra money just to recive their own gifts or parcel. Serious action should be taken against this corrupt officers.
If u need any help then kindly let me know.... as this is just one of the illegal acts....

Otherwise, Jago Party shall take suitable action under RTI Act, anti-corruption acts etc to get this problem resolved. Jago Party shall move application under RTI Act, if no suitable action is taken within 30 days.

Jago received a letter from Office of The Commissioner Of Customs(Import),Mumbai F.no.S/3-Misc-01/2010-Commr(MJ)(I) dated 23.10.2010
Stating that The general complaint regarding delay in clearance of parcels at airport sorting office(APSO) Mumbai has been looked into.During July 2010 there was some accumulation of packages due to change in office from one location to another .The Backlog has been cleared.Presently there is hardly any parcel wating for customs examination.Some parcels are pending in cases where notices have been sent to the parties concerned to produce required documents and such documents have not been produced.Addresses are not expected to visit APSO if they do not receive any notice.Unsolicited visit by addresses is adding to problems.

Even after 45 days no action was taken. So we forwarded the complaint to the Appeal under RTI act to The Public Information Officer, Chief commissioner of Customs. 2nd Floor, New Custom House, Ballard Estate, Mumbai 400 001,under RTI Act. Vide Courier Dispatch No 580697067 Dated 02.02.11(K.P)
